Why is it most people think change is inevitable, and yet they don't believe people can change.
I think most of the time it's just the opposite: the world consistently falls apart, and people are mostly unreliable. The joke is: human experience; not terribly funny, but a joke none-the-less.
Most humor is based on this: each day is a night-mare, but thank God I keep waking up. ;)
